They tested the animal and non-animal (packaging outer and inner surfaces) samples from cold-chain goods, and found no traces of SARS-CoV-2. But some of the non-animal samples (e.g., object surfaces, doors, floors) taken from the stalls that handled cold-chain goods were positive for SARS-CoV-2 by RT-PCR.

Honestly, I find this odd as well. The report even mentioned the point that live SARS-CoV-2 persistence is more likely in cold settings. Yet, none of the cold-chain products were directly positive (see page 107-108).
