Thanks for the thoughtful question. I wondered the same too, and I attributed it to their circumstances. While I'm not familiar with how the government works in Denmark, perhaps there are insufficient supplies to keep track of so many workers from different farms. Or the surveillance system to keep track of virus epidemiology in various mink farms. So, perhaps mass culling was the only viable option, I think.
