I'm not an expert in statistics or epidemiology, so I only cited what the CDC says. But I think IFR can be calculated with mass testing too, as Iceland did.

Perhaps you are right in that we will never know the true number of total infections. So maybe that's why the CDC uses the term, "current best estimate."
