I think it means only certain researchers can access it. Usually, research databases are made public, so that other researchers can access the data and perform analyses. Sometimes such databases become temporarily inaccessible when updates are going on.

This is why it's odd that the WIV locked and then shut down its database. And the justification the WIV provides is to protect (presumably personal information) against hackers.
