I am not sure what kind of testing programs you are referring to. But if it's scientific studies, they do include women now, usually in a 50-50 split of women and men. This is unless the study examines outcomes applicable to men only (e.g., prostate cancer).
However, in animal studies, it's a common practice to study male mice only in certain research institutions. This is to avoid the female's menstrual cycle skewing the study outcomes. But criticisms are rising regarding this matter in animal research, and hopefully, things will change for the better.
