Hmm, that's true. However, Moderna mRNA vaccine was approved for use, although I couldn't seem to find information on its distribution in India.

India mostly used inactivated and AstraZeneca DNA vaccines. As far as I know, AstraZeneca DNA vaccines are relatively more risky than mRNA vaccines due to concerns of vaccine-induced thrombotic thrombocytopenia (VITT) with 10-30% fatality rates.
