From what I understand, chances are that the miners' lung health were compromised, which enabled the rapid evolution of bat RaTG13 virus. The miners were then taken to the hospital in Wuhan. I think in otherwise healthy people, their immune system would be strong enough to fend off the vat RaTG13 virus early before it reaches the lungs. I hope that's clear?
