As far as I understand, public health authorities want to minimize the risk of a wave of covid hospitalizations occuring, because there's still evidence that vaccinations prevent severe covid.

But you raised a good point in that current variants are less severe. We also can't really predict how future variants will turn out, which makes it tricky to justify the risk-benefit ratio of vaccines.
